A seven metre tall tower, made from single sheets of glass laid one on top of the other, stands in a rectangular pool and is lit by a dim blue light that touchingly recalls the traditional sign of safety and help used by police in past times.
 
It succeeds as a memorial, evoking a sense of past and future, sadness and pride.
