This exceptional public building – with its excellent environmental credentials - was delivered within a design and build contract. The troubled history of this project is well known, but despite that, the architects have generated a building whose democratic function is clearly expressed under one dramatic roof. They have also succeeded in making strong visual connections between the building’s context and the processes that go on inside.
