Heneghan Peng are masters of the competition win; since winning this one they have landed The Grand Museum of Egypt and the Giant's Causeway Visitor Centre.
Here a footpath leads directly into an interior dominated by a switchback ramp which leads you floor by floor through all the council's services. For a first building, this project has been developed with singular confidence and brio.
