Pathways towards achieving Construction Procurement Reform and Intelligent Commissioning
This practice-led research is a timely propsal which will consider the context of construction procurement reform and its implementation and practice.
This need for procurement reform has been acknowledged by the EU Commission in their current proposals to reforms the EU Procurement Directive 2004/18 and the reforms proposed by the UK Government through the Governments Construction Strategy, which call for cost savings of 20% in UK construction.
This research builds on the existing body of research, and it will focus on the history of the UK procurement system and how it compares to leading European examples.
Walter Menteth is a practicing architect; director of Walter Menteth Ltd. He is also a Senior Lecturer (part time) at the University of Portsmouth; Author of the RIBA response paper 'EU Green Paper on the Modernisation of EU public procurement policy Towards a more efficient European Procurement Market – Response paper 7 March 2011'; the Chair of the RIBA Procurement Reform Group; Member of the Cabinet Office SME Panel; an RIBA London Regional Councillor; external examiner at the University of Nottingham School of Architecture; member of the Southwark Design Review Panel; a Trustee of two charitable organisations and director of a community property company.
