The growth of cities and population from the nineteenth century onwards, driven by industrialisation, caused overcrowded and unsanitary conditions. The state stepped in to provide new housing for those not able to afford decent conditions for themselves and their families. To speed up provision of this housing, many schemes used new industrial methods of construction.
