The UKTI is organising a Sustainable Cities Mission to Wuhan and Hangzhou in China from 27 June to 1 July 2011.

The mission is designed to take advantage of the opportunities for UK companies through the Sustainable Cities programme in China and the cooperation agreements signed between UKTI and the four cities involved in the programme. This mission will visit two of the cities - Wuhan and Hangzhou.

Opportunities for UK companies in Wuhan and Hangzhou are wide-ranging: 

  • sustainable construction process, products and techniques 
  • master planning, urban regeneration and design 
  • green building design and construction 
  • energy and water saving technologies 
  • waste water and solid waste treatment 
  • low-carbon technologies 
  • air quality and air pollution reduction and control.

Latest developments at the International Competition for the Urban General Plan of the Olympic Park 2016: deadlines were extended and the jury confirmed.

Projects must be submitted by July 28th, 2011.

The deadline for submitting the projects for the International Competition for the Urban General Plan of the Rio 2016 Olympic Park has been expanded. Now, the projects can be delivered until July 28, 2011 - and the result will be announced on August 15, 2011.

The extension is due to the great demand from domestic and foreign offices, and the interest of having the widest and most qualified participation worldwide. With longer term, there is more time to meet all the competition requirements with quality.

The IAB-RJ site - where the competition details are published - received over 25,000 hits from 126 countries. Documents have been received from China, Slovenia, England, Holland, Switzerland, Portugal, Spain and the United States as well as various Brazilian states.

UK Trade & Investment Sector briefing: European funding opportunities in Romania

Why Romania?

The EU has allocated around €30 billion of funding for projects in Romania for 2007-13. In addition, Romanian match funding is required. The money can be spent over a slightly longer period, until 2016. There is €20 billion for structural funds, and €10 billion for rural development.

There are seven operational programmes financed from the structural funds, and a Programme for Agriculture and Rural Development.

Opportunities

There are 3 (three) types of EU structural funds available:

  • European Regional Development Fund (ERDF) - dedicated to investments in transport, creation of new jobs, local development projects and business ventures.
  • European Social Fund (ESF) - promotes the integration of the unemployed and other disadvantaged groups, through financing of different training tools and social assistance.
  • Cohesion Funds (CF) - dedicated to those EU member states that are less prosperous, with a GNP (Gross National Product) per capita of less than 90% of the EU average.

Approximately 98% of this amount will be allocated through 7 (seven) operational programmes* - mentioned below, part of the 'Convergence' strategy (meaning the reduction of the economic and social development differences between different EU regions). The remaining 2% will be allocated through 6 (six) Operational Programmes** under the 'Cross Border Co-operation' strategy.

1. Sectorial Operational Programme for Transport

  • €4.6 billion
  • Managing Authority – Ministry of Transport and Infrastructure
  • Priority Axis:
    Axis 1 - Upgrading and development of priority routes TEN-T, in order to create a sustainable transportation network, fully integrated in the European system. 
    Axis 2 - Upgrading and development of national transportation infrastructure, outside the TEN-T priority routes, in order to create a sustainable national transportation network.
    Axis 3 - Upgrading the transportation sector in order to ensure a high level of environmental protection, health and safety and passengers' safety.
    Axis 4 - Technical assistance.

    2. Sectorial Operational Programme for Environment
  • €4.6 billion
  • Managing Authority – Ministry of Environment and Forests
  • Priority Axis:
    Axis 1 - Extension and modernisation of water and wastewater systems (€3.27 billion).
    Axis 2 - Development of integrated waste management systems and rehabilitation of historically contaminated sites (€1.17 billion).
    Axis 3 - Reduction of pollution and mitigation of climate change by restructuring and renovating urban heating systems towards energy efficiency targets in the identified local environmental hotspots (€458 million).
    Axis 4 - Implementation of adequate management systems for nature protection (€215 million).
    Axis 5 - Implementation of adequate infrastructure of natural risk prevention in the most vulnerable areas (€329 million).
    Axis 6 - Technical assistance (€174 million).

    3. Regional Operational Programme (ROP)
  • €3.8 billion
  • Managing Authority - Ministry of Regional Development and Tourism
  • Priority Axis:
    Axis 1 - Support for sustainable urban development (€1.14 billion).
    Axis 2 - Improvement of regional and local transport infrastructure (€€774 million).
    Axis 3 - Improvement of social infrastructure (€570 million).
    Axis 4 - Strengthening the regional and local business environment (€646 million).
    Axis 5 - Sustainable development of regional and local tourism (€570 million).
    Axis 6 - Technical assistance for implementing the ROP (€100 million).

    4. Sectorial Operational Programme for Human Resources Development
  • €3.6 billion
  • Managing Authority - Ministry of Labour, Family and Social Protection
  • Priority Axis:
    Axis 1 - Education and professional training for supporting economic growth and the development of the society on the basis of know-how.
    Axis 2 - Close relationship between the educational and training system and the needs of the labour market.
    Axis 3 - Increase in the employees and companies adaptability.
    Axis 4 - Upgrading the public service for human resource placements.
    Axis 5 - Promoting pro-active human resource placement measures.
    Axis 6 - Promoting social inclusion.
    Axis 7 - Technical assistance.

    5. Sectorial Operational Programme for Increasing Economic Competitiveness
  • €2.6 billion
  • Managing Authority - Ministry of Economy, Commerce and Business Environment
  • Priority Axis:
    Axis 1 - An innovative and environmentally efficient production system.
    Axis 2 - Research, technological development and innovation for competitiveness.
    Axis 3 - Technology and information for the private and public sectors.
    Axis 4 - Increase of energy efficiency and supply safety, in the context of climatic change.
    Axis 5 - Technical assistance.

    6. Sectorial Operational Programme for Administrative Capacity Development
  • €200 million
  • Managing Authority - Ministry of Administration and Interior
  • Priority Axis:
    Axis 1 - Structural and process improvement in the management of public administrative services.
    Axis 2 - Improving the quality and efficiency of public services, with a focus on de-entralising.
    Axis 3 - Technical assistance.

    7. Sectorial Operational Programme for Technical Assistance
  • €400 million
  • Managing Authority - Ministry of Public Finance
  • Priority Axis:
    Axis 1 - Support for the implementation of structural instruments and co-ordination of funding programmes.
    Axis 2 - Future development and support for the correct operation of the Sole Information Management System (SIMS).
    Axis 3 - Transfer of information and promotion of structural instruments.

Businesses will be able to apply directly for funding under some priorities of the programmes or as the suppliers of goods and services to public authorities that have been awarded project funding.

All calls for bids and tenders will be published on the Managing Authorities' websites and in the Romanian Official Gazette (Monitorul Oficial). Many of the programmes will be administered locally, and applications will need submitting to the programmes' Intermediate Bodies (e.g. local authorities).
