Rt Hon Hilary Benn, MP for Leeds Central, the Secretary of State for Environment, Food and Rural Affairs and instigator of the 'War on Waste' campaign addresses the challenges of climate change adaptation and the effects of a growing population and an increase in metropolitan dwelling, while discussing possible solutions.
