This is one of the images taken for 'Manplan 3: Town Workshop' in Architectural Review, vol. 146, 1969 Nov. Fred Lloyd Roche was the Chief Architect and Planning Officer for the Runcorn Development Corporation from 1963 and was repsonsible for the implementation of its Masterplan, devised with Arthur Ling, until 1970.
