NOTES: Won in open competition in 1903 and built in two phases between 1904 and 1916, this building was Edwin Cooper's first major commission. The building fronting Alfred Gedler Street was initially an extension of Cuthbert Brodrick's existing Town Hall of 1862 and comprised law courts, a council chamber and offices. On its completion in 1911, it was decided to demolish the old Town Hall and replace it with a grand entrance front on Lowgate. This addition was built in 1913-1916.
